A translated document must still work as a document.

The target-language version is reconstructed around the translated content while preserving the identity, hierarchy and operating logic of the source.

Why simple replacement fails.

Translated text does not occupy the same space as the source. Words expand or contract; punctuation and reading direction change; tables require new proportions; fonts may not support the target script. Forcing new text into old coordinates can produce a document that is technically translated but professionally unusable.
